Deliver of latest stable version of 1.7 release
This consitutes the preparation of the 1.7.7 version of BigDFT, the latest of the 1.7 series.
This would constitute the last version still able to accept the old files in the input.* format.
Present-day functionalities will have to be frozen such as to meet quality checks and release the version
