OperBot Module - Module to perform oper functions

As we have BlockBot and TrekBot, I believe it would not be too far-fetched to create a module which contains both the BlockBot and TrekBot modules' functionality, but for IRC Operator-level. Such features could result in an IRC antispam bot which can effectively neutralize spammers, as well as being able to allow an IRC operator to easily kill/kline/resv anything.
