Implement thumbnail generation for ms windows.

Thumbnail generation is currently implemented for GNOME only.
A class Platform.Win32.ThumbnailGenerator that implmements the interface IThumbnailGenerator has to be realised and utilized in Platform.Common.ThumbnailGenerator as already done for its GNOME pendant.

The author permits reuse of that code in any project of any licence.
