Integrate Keystone credentials API with Barbican

Keystone has a credential API which is used to store user credentials.These credential are not password but access/secret key pairs, ec2, s3 and HMAC signature.
Barbican has feature to generate and store access keys. This integration will use Barbican as backed and store all the credentials for users. This integration will also remove the overlapping functionality from Keystone.
