Consider tenant-related operations for Barbican

Once Barbican is in production, there will be the need to perform operations on behalf of tenants (such as adjusting per-tenant configurations) or else managing tenants (removing tenants and their secrets, suspending them, etc.). This could be implemented in the management interface provided by Barbican.
