Build a Vagrant-based environment for Barbican, to aid stand alone operations and development

To ease the integration of Barbican with other OpenStack systems, it would be useful to provide a Vagrantfile that can spin up a Barbican network with a minimum of steps. This blueprint proposes to build a Vagrant file that spins up nodes for the all the basic components of a Barbican network (API, queue, worker, database), ready for clients systems to interact with.
