Barbican IPA Vault secret_store plugin

FreeIPA is currently implementing a secret storage interface with the dogtag KRA as a back-end.

We would like to implement a secret_store plugin for IPA so that secrets stored in Barbican (ie. openstack related secrets) can be retrieved from the FreeIPA server. In a future blueprint, we would consider changes to allow secrets stored from the IPA side to be retrieved in Barbican.
