Change 'cipher-type' to 'mode' in API/code.

The type of algorithm used to create a secret (such as 'cbc' for 'aes' encryption) is typically called a 'mode', but the API currently refers to it as 'cypher_type'. This blueprint is to standardize both the API (of both secrets and orders) to 'mode'.
