Add missing content-type/encoding logic

Per the mime-type revamp wiki (https://github.com/cloudkeep/barbican/wiki/Blueprint:-MIME-Type-Revamp), when a secret's metadata is retrieved, it should display its available content-type and supported coding-types. The current Barbican implementation is not reporting this information. It also does not appear to handle some of the new-secret content/coding-types functionality.
