add command line option to dump available plugins

When customizing bandit.yaml to create a new profile containing a subset of plugins tested, it would be very valuable to get a list of the available plugins. Currently, I have to scan through code. Even if the bandit.yaml contained a full list of plugins, that would be helpful.
But something on the bandit CLI where I can pass -l (or some other letter) to list all available plugins. Even better if the plugin had a description associated with it.
Likewise it would be useful to print out the plugins that were tested when the scan was run.
