Because when moving the cursor on the screen basis or in a window maximized the dock pops up. Given that the intention was to access the status bar of the window or was an exaggerated movement of the mouse.
The dock awaiting few milliseconds to appear solve this problem.
The docks of MacOS and KXDocker work this way
