railroad on mousewheel-over the launchers

an action with scroll mouse over the icon. mousewheel up=next icon(Launcher) mousewheel down=prev.icon(Launcher)
after launching an application "railroad" runs back to start position (all icons move automaticly back)
Flagable(Y/N) in the main preferences

edit:
"Railroading" means at first the mousewheel up/down next/prev icon function, and after starting a selected icon the "railroad" brings/runs/floats or whatever all items back to the starting point(in the correct order which means, in the order at startup).
Like the first left icon on mousewheel up will be the second icon and the first icon changes from the fomerly last icon on the right.
Each Icon is a single "waggon" scrolling with the mous wheel
