Better support for "focus follows mouse"

AWN needs to have better support for those who choose the old-school-Unix-style of "focus follows mouse, not the last window you clicked."

Sometimes a maximized window will get in between an applet and its "balloon" above it:
1. I click on an applet.
2. I move the mouse upward to go to the balloon above it, intending to click on something in the balloon.
3. My mouse focuses on the bottom edge of the maximized window behind the balloon.
4. Balloon disappears! :(

The balloon should disappear after, say, 0.5 seconds of no focus instead. That should be a configurable option.
