bar will Expand

the bar\dock will cover the bottom of the screen like the task bar at windows or the default gnome's dock
(this option should be related to the "windows dont cover the bar", while the Expand option is on so does the "windows dont cover the bar" will be on.)

This should be doable with by 0.2.10. We'll need to tell the window not to keep positioning, and also add in a special 'expander' applet which is basically a special case applet that adds a invisible widget set to fill & expand in the applet-manager container.
We'll also need to find a way to deal with resizing when there are too many applets...
