This can be done by separating launcher/task applet into two applets - a launcher applet and a task manager applet.

Work has begun implementing standalone-launcher and taskmand in awn-extras. At this time the launcher is being implemented in vala and the taskmanager will be implemented in C. There is also a initial document in the the Documents directory in the toplevel of the branch that layouts some design features in a general way.
Awn's builtin taskmanager and/or launcher support is slated to be refactored and moved out of Awn core by njpatel. (malept)
In Awn 0.4, there is a config option which turns the taskmanager applet into launcher only mode, so I'd say this spec can be considered implemented. (mhr3 23/07/2009)
