Plugin to define network policies for AuthPuppy

When someone successfully authenticates on the network, it should be possible to define limits to network usage, either in amount of time, incoming & outoing data, etc.

Wifidog does this right now, with the abuse control values for the whole network.

Ideally, it should be possible to define those policies for each authenticator type in the system AND, sub-status of those authenticator (for example, for a username/password authenticator, policies may be different for users validating and users validated)
