Add plugin dependency on other plugin and core

If a plugin works only on the core from a certain revision, or if it needs another plugin to work, it shouldn't be installed, unless the prerequisites are met.
The situation now can lead to inconsistencies and plugins not working correctly

This feature requires modification to some apPluginManagerPlugin code, but also to the xml from the plugins.authpuppy.org site
