Astara Drivers V2

In Liberty we added the ability for the orchestrator to manage more than routers, and extended it with a driver interface that currently supports: loadbalancer, router

Currently, the orchestrator only knows about virtual loadbalancers and routers provided by the astara-appliance. We need to go one step further in plugability and allow, for example, our loadbalancer 'driver' to understand managing an astara-appliance LB as well as a hardware F5 LB. We need to find a good way to implement this without duplicating code.
