Ceilometer Integration Updates

At one point astara had good ceilometer integration. It still contains callbacks for publishing stats to the metering system, and contains a state in its state machine for doing so. But at some point all of this has stopped being called and we no longer use any of it. We need to dust this off and fix it, publish stats for (at least) routers into ceileomter, and possibly other metering systems.
