Automatically generate etc/orchestrator.ini file

Currently we track etc/orchestrator.ini file in the tree. This is bad in several ways.
- We need to spend more time to maintain this file.
- We may ignore some default configuration items.
Other openstack projects already generate their config files on demand. F.e. nova , neutron removed the sample file
