First shot at I18N plurals

Modification to support plurals including languages like Polish with three plurals rather than the two in English.
- Code should use ngettext() instead of gettext()
- Message catalog for at least one language like Polish even if poorly translated
- Be able to run test program with Polish and English with plurals.
