First Shot at I18N

Change from hard coded message text embedded in the code to first shot at i18n.
- Code should use something like gettext()
- Message catalog for at least one non English language exist even if poorly translated
- Launchpad plumbing for the translations working
- Be able to run test program with with either English or the other language
