Automatic GStreamer plugin installation

Since presets may be created and downloaded from various locations which may contain any GStreamer element, it would be useful to have GStreamer automatically search for the required plugins and install them when necessary just like Totem and Rhythmbox do.
Ideally this should make use of gst.pbutils to run the automatic plugin installer.
