Weapons affecting Units attacking a target

Have weapon tags that allow a unit to affect the ROF/damage/range of units attacking a targeted enemy like the avenger in ZH. This could be used to emulate the effect light sources were supposed to have in TS where units in the light were more susceptible to enemy fire. And it'd just be cool, you could probably use the iron curtain code but adjust it from no damage to a percentage.
