This was a hardcoded setting.

[TechnoType]DamageSparks= (boolean, defaults to yes for infantry with Cyborg=yes, to no otherwise)
Defines whether an object of this type should spawn spark particle systems defined by DamageParticleSystems=.

14.159.168, works on any TechnoType, as long as DamageParticleSystems=SparkSys (or similar) is present (although for buildings, particles don't seem to spawn, only light effect appears) - mevitar
