Enable the use of TiberiumSpawnType on Voxel Animations

I request that the use of TiberiumSpawnType is enabled or tested to see if it can be placed on voxel animations specified inside the rulesmd.ini. This would allow for ore spawning weapons and items that are also dynamic by not depending on the artmd.ini for shp tiberium spawning. Just a proposal.
