Display text message for Silos Needed

Adding feature to display text message ,,Silos Needed" instead of just Eva.
Original YR is not intended to have silos logic, therefore not EVA for it. We have to create our own.
But I thinks that modder should decide to put text, so it will be displayed each time we need silos. By text I mean regular texts where are ,,Insufficient funds" ,,Low power, production slowed" etc etc.... This will be helpful especially when player is playing mod without sounds activated or speakers.
