SpyEffect.StructureVeterancy

Since there is [Country]VeteranBuildings, it will make more sense if Structures can gain veterancy by infiltrating, especially for Slave Miner (structure version).

[BuildingTypes]SpyEffect.StructureVeterancy=yes
If set to yes, then every structures that has Trainable=yes will get their veterancy just like UnitVeterancy did. Requires SpyEffect.Custom=yes

[GACNST]SpyEffect.VeterancyTo=SMIN,YAREFN
[GAWEAP]SpyEffect.VeterancyNegative=SMIN,YAREFN
SpyEffect.VeterancyTo limits the veterancy and only give the veterancy to SMIN and YAREFN, while SpyEffect.VeterancyNegative give all veterancy except for SMIN and YAREFN. Both of them requires SpyEffect.Custom=yes and SpyEffect.(UnitVeterancy/StructureVeterancy)=yes. The feature is kinda just like ExplicitFactory.
