Self Healing Minimum

[TechnoType] SelfHealing.Min= Works just as SelfHealing.Max, but as a minimum. Imagine a unit that's been so badly damaged that it can no longer sustain healing on its own (say less than 10% of health), and would require a hospital/machine shop or repair unit to heal.

Minimum versions of SelfHealing.RookieMax, SelfHeal.VeteranMax, and SelfHeal.EliteMax could be added as well.
