New Tag SecretLab.RequiredPrerequisite
This is my suggested code to improve buildable secret Lab logic in future versions of ARES.

Which countries meet the requirements to build this secret lab boon on capture. "Only as of building secret lab."
The purpose for this code is for cases when someone wants to use a Secret lab code to generate random buildings. Not steal a secret lab on battlefield from civilian. This is a feature meant to enhance functionality of the buildable secret labs.
Example:
Joe introduced a new building which when built Gave his side 1 of 5 random buildings, however some of the buildings generated are far too advanced to give to a player near start of game without teching up, in this example joe applied "SecretLab.
Second Example to improve current Lab Usage:
Joe has various new tanks for each faction, some are upgrades of the same Tank, but does not want the better tanks to be awarded unless the player has sufficiently teched up.
Joe has created multiple refineries for each faction with their own harvester type. The secret Lab will reward them with any of the new upgraded miners for each lab, depending on which refineries they have built.
If anyone can think of other ways in which this could be useful or better for modding please post.
