Restore ability to change a plane's home airport

Before the 1.001 patch, it was possible to move your planes to different Air Force Command HQs, or manually order them to return to the HQ. After the 1.001 patch, the enter cursor on Air Force Command HQs, or any kind of aircraft docking facility, was removed. Would it be possible to add this functionality back to the game?

Implemented as specified. Aircraft can dock to any structure that is in Dock. Aircraft will get the enter/no-enter cursors on structures in Dock, otherwise the select cursor is used.
