Re-enable Squad Crate Poweup

At Red Alert, there is crate poweup gives total 5 E1 or E2. But it doesn't work at RA2. I wanna it in RA2. And also unlike RA, only 3 inf can be at same tile in RA2. Powerup maybe give 3 unit with Ares not 5.
