Option for Powered Sensors

Self explanatory. An option for any building or unit with Sensors=yes (and a respective SensorsSight) to have their sensors disabled when under power. If a base defense cannot fire on low power, why should it still be able to detect cloaked units? The same applies to units disabled by EMP; Their sensors should be jammed, much like a radar.

Maybe Sensors.Powered=yes/no?
