Threshold for Explodes=yes on Overlay

Overlay with Explodes=yes explodes at the slightest impact. A new tag sets the limit below which the overlay will not explode.

[General]OverlayExplodeThreshold= (int, defaults to 0)
Only if the damage to a cell is higher than this does an overlay with Explodes=yes explode. Below this value, the overlay stays intact.

Damage is the unchanged damage value without any Verses applied.

There is no plan to make this per-OverlayType at the moment, but the possibility is there to default to this tag later.

[By FS-21] Using the version 13.286.1152:
- [General]OverlayExplodeThreshold broken. I set up values like 21 and 200 and a basic rifle infantry (weapon damage 20) still can blow up the tib cell with explosive effects.

I guess it's because of the Tiberium. Chain Reactions and Tiberium Chain Reactions aren't affected by this tag. http://www.ppmsite.com/forum/viewtopic.php?p=497158#497158 and http://www.ppmsite.com/forum/viewtopic.php?p=497181#497181 confirm it working. --AlexB
