Optional Prerequisite.Negative EVA modification
As I said on IRC - imagine that there's HTNK which has prerequisite NAWEAP. Then, there's CTNK which has prerequisite NAWEAP and NATECH. NATECH is also a Prerequisite.
So, when NATECH gets destroyed you hear EVA say "New Construction Options". It is logical, yes - but quite silly. I just lost a building and that provides me with new construction options and not only it's not new but theoretically lower tech - at least that's how I plan to have it in MO. Tech got downgraded, I don't want EVA to say "NCO".
This request is for optional tag which would disable this EVA report whenever Prerequisite.
