Tags to allow Spies to do effectively nothing when infiltrating radars, superweapons, power plants, etc

I just want to make a suggestion. I think it would be great if it could be set up that when a Spy infilitrates a Power Plant, it could have no effect on the opponents power. This way, using the existing new changes to the Spy logic, some interesting things could be done such as say

A Spy infiltrates a Power Plant, and you get the technology to build that Power Plant, or, for some reason build the basic infantry of that side (GI, Conscript, Initiate). Or add a new option for an upgrade to the sides basic power plant.

Or, they could infiltrate a Factory, and instead of making specific vehicles produced as Veterans, it could steal some of the sides vehicles, or stop the Factory from being able to produce/contributing to speeding up production for a few moments. Or just entirely disabling vehicle production for a moment.

This is already possible. Set SpyEffect.Custom=yes on the Power Plant, and then don't set SpyEffect.PowerOutageDuration=. This way, the old spy effect is overridden and no new one is set. -AlexB
