Give a tag to make the techtype can/cannot be positive aquired by others.

We have an Insignificant tag to move the techtype out from several list, so they'll neither be positive acquired nor prevent the game from winning when 'Short Game' is on or off. But this sometimes cause some issues, like: If a Tech Refinery become Insignificant like other tech structures, they cannot be positive acquired by your miners; Also those Tech Defense, AI enemies cannot target them until the Defense start their attack. (so it's a passive acquired instead of positive)

Besides tech buildings' positive acquired, some units might also need this.They cannot be positive acquired, but will still prevent the game from wining. (or an opposite situation)

So we'll need this probably:
[TechType]NotPositiveAcquired=boolean (default to Insignificant=, or just default to no). This tag should be prior the Insignificant tag.
