Kennels never were enough. How about more factory types?

This should make a new Factory= called NavalType that can produce units of group VehicleTypes with locomotor {2BEA74E1-7CCA-11d3-BE14-00104B62A16C} (naval) and they will show up in tab 4(vehicles).
