Modification to 'DiskDrain vs power' logic

DiskDrain allows Floating Disc (or any other unit that uses this weapon type) to drain credits, disable defenses and shut down the power plant. No, not the power plant - the entire power network!
I want to suggest an additional tag (probably for the [DiskDrain] weapon entry) which would allow the Disc to disable a SINGLE power plant only. Some people requested such behavior in feedback threads for various YR+ modifications as a balance fix variant for the unit.
