Make (Demand|Free)Load(Buildup) be loaded from the INI again.

Those flags were loadable from INI back in TS, but not in YR. That didn't stop some people from believing they worked, and it's something that Westwood might have disabled for a good reason, but I think it's worth reenabling if only for a test.
