separate JumpjetAccel= into JumpjetAccel= and JumpjetDecel=

Jumpjet locomotor uses JumpjetAccel= for both acceleration and deceleration.
Separate them out for more flexible control of jumpjet movements.
Something interesting may happen if we set JumpjetDecel to 0.
