Repair mode tweak for buildings

Right now buildings repair stops in one of 3 conditions: 1) the building has reached full HP, 2) the player has cancelled repairs, 3) the player doesn't have enough cash to continue repairs. While the first two are absolutly fine, the third condition often leads to a situation where the player should manually continue repairs each few seconds if he is running low on funds, because the funds he gets are not enough to fully repair all of his damaged buildings so repair mode automatically cancels itself again and again. The suggestion is to make the system work like in C&C3 and RA3: if you put a building into repair mode, repairs will PAUSE if you don't have enough money, but not CANCEL, so as soon as you'll get enough money the repairs will continue again until the building is restored or until the repairs are cancelled manually. This removes the need to babysit damaged structures and click repair on each of them every few seconds if your income is inconsistent.

Implemented as:
[General]RepairStopOnInsufficientFunds= (boolean, defaults to yes)
Whether repairing will automatically be stopped when the owning player has insufficient funds. If no, repairing mode will not be turned off. The wrench will still be visible, even though the building is no longer actively repaired. Repairing will resume when the player gains more funds. This only affects human players.
