HasRadialIndicator expansion

HasRadialIndicator should be usable for any techno type and not only for buildings.
It should also have additional control values:

RadialIndicator.Colo(u)r: self-explanatory; no value means use side colour.
RadialIndicator.Transparency: again self-explanatory.
RadialIndicator.OnSelect: whether the radial indicator is on all the time or only when the carrier is selected.
RadialIndicator.Merge: this is a bit of a stretch but this flag will dictate if multiple radial indicators should merge into one shape or stay separate. If merging is enabled, control over whether merging happens for all radial indicators or only with those from the same techno type should be present.
