Use Own Name as Default

I want to make all units uses their names in ifv. But UseOwnName is default to "no" and i don't wan't deal with this my rules.ini is very untidy. I think you can add a General vaule as UseOwnName.

UseOwnName=yes/no ;Is UseOwnName default for all units. Defaults to no.
