Fix powered units bug

In original game, powered units was only made for one tank, Robot Tank, so Westwood dindt make this logic work well with units other than Robot Tank. In Ares we can now use powered units for everything. So here is the bugs I hope to get fixed:
Surprisingly, PoweredBy= also accept infantry, but they wont spark, no black alpha image, they still play there idle animation, and if they can deploy, they do it if you command it to do so. Other than those graphical bugs, it works just fine.
Ore miners, if the powered building(GAROBO) dont exist, and then buy a ore miner(or a building which give you an ore miner in a freeunit), it will still continue their harvest mission.
