Deglobalise ChronoTrigger= etc

This would allow individual teleporting units to teleport faster or slower. For example, I might want the Chrono Commando to take time to warp in after a teleport, whilst a Chrono Legionnaire warps in instantly.

It could work like this:

Personal.ChronoDelay= int
Personal.ChronoReinfDelay= int
Personal.ChronoDistanceFactor= int
Personal.ChronoTrigger= yes/no
Personal.ChronoMinimumDelay= int
Personal.ChronoRangeMinimum= int

All options would of course default to the [General] settings unless specified for the unit.
