An example of a possible implementation:
default - Explode (deal damage & use warhead) upon impact with land tiles, upon water tiles spawn animation from [CombatDamage] -> SplashList and do not apply damage or warhead-attached effects at all. This is the default game behaviour.
conventional - Behaves in similar fashion to the default behaviour, but also applies warhead effects & damage upon impact with water tiles.
force_explode - Force the behaviour of impact with land tiles (i.e exploding) on all tiles, even those that are considered water tiles.
