AttachEffect.PreDelay for TechnoTypes

AttachEffect.Delay= on TechnoTypes allows to customize how many frames to wait before the AE is reapplied on the object. However, the effect is always applied immediately on the object's creation.

The request is to add an AttachEffect.PreDelay= tag (defaults to 0) to customize how many frames to wait before the object gets its AE applied first time. Subsequent applications should be still controlled by the AttachEffect.Delay= tag.

[TechnoType]AttachEffect.InitialDelay= (integer - frames, defaults to 0)
The first delay to apply the AttachEffect defined by the type of the object. Subsequent delays are defined by AttachEffect.Delay. A value of 0 means apply effect immediately.

16.140.1348, checked with animation, stat changes and cloak, works fine for all. The AE won't activate until InitialDelay frames pass. Putting the unit into a transport pauses the timer. -mevitar

16.162.1040, the AttachEffect.Delay=-1 bug is fixed. Also, negative AttachEffect.Delay= will work fine with AttachEffect.InitialDelay=. -mevitar
