It doesn't make much sense to make them per side. Per building would be much more logical. A stone wall wouldn't start to make humming sounds just because it is owned by the Laser side.

Report by FS-21 about this blueprint (with Ares version 13.202.1157):
I observed:
· Gates without these 2 tags (or with those 2 tags empty) use the default sounds in [AudioVisual].
· If these 2 tags are declared on a "Gate" building with any sound that sound will be played.
· Different "Gate" buildings can have different sounds.
