Regular Contents Generation

Because application packages often rely on a complex dependency tree for resources, Archive Index requires a complete description of an archive to reliably extract application metadata. Fortunately this description already exists in Contents-*.gz files. Unfortunately Launchpad produces these files so inefficiently that it generates them on a monthly basis at best.

This specification will define the work items required to make more frequent Contents-*.gz updates possible.
